From the menu, chose Format > Style > Header, Footer. Notice that the tooltip pops up even when hovering over a grey area. It should only appear over a text field.

I'd think the opposite would be better, tooltip shows on the gray area but not on the input field, to not cover what you want to enter there?

I would suggest to transform the tooltip into something else entirely, e.g. a label within a fold-away widget below the header/footer input group.

While the tooltip content is useful, using a tooltip has a few drawbacks: it is not obvious to discover by new users, and the tooltip disappears after a few seconds (on a Mac, at least).
