Number of staves
Is it possible to have only the piano part showing for the first 8 bars and then add a 2nd part on a separate staff starting at bar 17?

After you finish the score go to Style > Edit Style and mark "Hide Empty Staves". Assuming you have notes in bar 17 it should give the standard effect.

When I hide empty staves I loose the bar lines

Yes this is a known problem. See #6107: Multi-staff barlines break with hide empty staves.
